The memorial you have posted was first cleaned up by Donald Otto, for his Eagle Scout project. The area was completely overgrown with plant life native to the area. There were some pools off to the right side of the the memorial, didn't see that in the pictures you showed. The building wasn't there when this was completed. Some of the other features I don't recall seeing there, maybe they were added or we just didn't know about them. I can definitely say it was between 1970-1974, if I was to pick a year I would say it was 1973.
